Shipoke is a charming Harrisburg neighborhood with Victorian era homes. The homes feature an unbelievable view of the river, but they flooded in 1972 when the river rose to 21 feet above normal. When the city lost the battle to have the neighborhood leveled, some locals bought the buildings for as little as $1,000 and restored them.
